The invitation-only assembly is organized in support the resolution to the UN to proclaim 2025 the International Year of Quantum (IYQ2025). In partnership with the executive committee of IYQ2025, and in support of the resolution, the assembly will convene global decision makers and leaders in quantum to discuss key topics of significance to the UN -- such as country equity, quantum security, SDG and equitable advances in quantum, talent, education and gender equity-- IN 4 close-door sessions.
More importantly, the assembly will be an avenue to present the voice and recommendations of the ecosystem and industry in preparation for the passing of the International Year of Quantum.
The Assembly will conclude in a ceremonial signing of an open letter by key international stakeholders to encourage the United Nations to pass the resolution. The letter has been signed by Nobel laureates Kostya Novosleov, Bill Phillips as well as many quantum companies such as, Quantinuum, IBM, IQM, Terra Quantum, SEEQC, Multiverse, Xanadu, Orca Computing, Qilimanjaro, Sandbox, Stranegworks, Inflexion and more.
The assembly on November 9 will be attended by representatives of UN bodies such as UNICEF and ITU as well as international and multilateral organizations, quantum industry and companies and scientific bodies.
The passage of this resolution will be a pivotal milestone for the quantum industry ecosystem. A year-long concerted effort dedicated to "equitable" " advancements in quantum and the resulting activation of thousands of nodes across the world as part of the UN-proclaimed year will bring an unprecedented opportunity to propagate and demystify quantum technologies on a significantly broader scale worldwide.
This year-long window and the preparatory period in 2024 present a gateway to engage and educate future stakeholders from industry, investment, and policy outside of the current quantum echo chamber.
In light of this, PUZZLE X is working with IYQ2025 executive committee – which includes a consortium of scientific societies, academies, and unions and UN country delegations (click here for full list of partners)– to support the resolution, already approved by UNESCO with 56 official co-sponsoring countries and Mexico as the leading sponsor. The 56 official country co-sponsors include countries that currently have formulated national strategies on quantum and those that do not currently have a consorted quantum agenda but are seeking best practices, collaborations, and involvement in the global momentum around a quantum-ready future.
The assembly is a part of PUZZLE X 2023 and is by invitation-only. PUZZLE X brings together 3000 stakeholders from 80+ countries to discuss the impact of Exponential Technologies such as quantum on the next chapter.

To encourage the United Nations to proclaim 2025 as the International Year of Quantum (IYQ2025).
The signed Open Letter will be presented to the UNESCO Mexican Delegation who is leading the effort to be presented to the corresponding parties ahead of the UN General Assembly. The open letter will add critical weight and align support and commitment at this crucial stage of the proposal.
The open letter has been signed by over 300 leaders in quantum industry and science such as Nobel Laureates Dr. Bill Phillips and Sir Kostya Novoselov and will remain open for signatures until Nov 1, 2023.
The ceremonial signing of the open letter and stakeholders deliberations will take place on November 9 in Barcelona and the assembly participants will be invited to join.
The Quantum key Stakeholder Assembly on November 9 is an action forum with the mission to distill and stakeholder recommendations and insights in 4 closed- door working groups.
In preparation for the passing of the resolution and in anticipation of a year-long opportunity and window to raise the profile of quantum globally, the 4 working groups will deliberate on how these key issue could be best addressed or expedited during a UN proclaimed year of quantum. Furthermore, how can key decision makers in industry, science and governments across the globe harmonize and collectively plan activities and concerted initiatives that could help drive a stronger momentum towards these shared goals and missions?
These recommendations will be transmitted to the IYQ2025 executive committee. The discussions and views discussed in these sessions will remain confidential and not shared outside of the assembly.
The results of these focused deliberations and working groups will be distilled in form of a white paper and vision report and intend to be channeled through the United Nations Foresight Group and the Secretary General's Summit of the Future as voice and recommendations of the global quantum stakeholdership.

The initiative achieved a significant milestone in October 2021 when the International Union of Pure and Applied Physics (IUPAP) endorsed the goals of the “International Year of Quantum Science and Technology”. In December 2023, the resolution will be presented in the General Assembly of the United Nations for a final step in the proclamation process.

This year and in light of the significant advances in quantum sciences and technologies and the partnership with IYQ2025 initiative, PUZZLE X 2023, Nov 7-9 in Barcelona will organize a dedicated forum, the Quantum Key Stakeholder Assembly to convene global quantum stakeholders to deliver impact.
The assembly consists of key leaders and decision-makers in quantum industry, science, policy, startups, investment, and multi-lateral organizations who are currently making substantive contributions to the field.
However, a quantum-ready world requires accelerated adoption of quantum technologies by new industries, national policy bodies, capital groups, end-users, and more.
In light of this, PUZZLE X will work with APS and other multi-lateral organizations to invite representatives from the 57 countries that back the UNESCO resolution.
This includes countries that currently have formulated national strategies on quantum and those that do not currently have a concerted quantum agenda but are seeking best practices, collaborations, and involvement in the global momentum around a quantum-ready future.
The success of a UN-proclaimed year will be measured by the momentum and scale of the worldwide activities that is generated as a result of the year-long concerted effort by the quantum stakeholder nodes in 195 member states and countries.
For that reason, in preparation for the IYQ2025 and in collaboration IYQ2025 executive committee and other partners PUZZLE X will be engaging all interested quantum stakeholders who are eager to contribute to the propagation of quantum activities during the year 2025 as part of the UNESCO resolution.
